The first chapter house was constructed with cinderblock in 1953. Although small, this building accommodated meetings for the local folks until a bigger chapter house was built in 1958. During that time, there was no sign of land use controversies. People were happy; they had quality livestock, which met their daily lifestyle and subsistence. Planning of activities and development was implemented without the necessary approvals as now required by the Hopi Tribe due to Public Law 93-305.
The Coalmine Canyon Chapter conducts monthly meetings to keep residents informed; residents have a forum to express their opinions to their Navajo Nation Council Delegate or to decide on matters concerning their chapter.
Public Law 93-305 affected people mentally and physically as enacted by the United States Congress in 1974. Many Navajo people lived on lands partitioned to the Hopi Government within the Coalmine Mesa Chapter and had to relocate to Coal Mine Canyon. A few Navajo people remain in the Hopi Partitioned Land.
The “Bennett Freeze” further complicated the land dispute. The 1934 Reservation litigation case, which covers all of Coalmine Canyon Chapter area west of the former Joint Use Area, prevented any development and progress. No development was allowed on this 1934 area when a federal freeze zone was implemented in 1966. Not water, sewer, power lines, not even replacement of dilapidated homes could be done for 27 years. The lifting of the freeze finally occurred of September 25, 1992. United States District Court Judge Earl H. Carrol in Phoenix, Arizona made a final ruling to eliminate the restriction zone and drew new boundaries for the Navajo Nation and Hopi Tribe. The Hopi Tribe has repealed this decision wanting more land, including religious sites. The Chapter and community people don't know what will happen next.
